French love rules and regs. I thought this was actually another example but it is actually a good idea. Would love to see it imposed in the UK. Could stop in its tracks some of the problems we see.
My family came very close 20 years ago to having our grain drying fans shut down by the actions of a village newcomer. Effect would have been catastrophic on the farming business.
My experience from farming in France is that there is a much tighter knit amongst the farming/Rural community and that when newcomers try to cause problems over this type of thing they experience a bit of a backlash! The majority of my french farming neighbors were very anti- Parisians! They did still sell houses to them at inflated prices though!

I particularly enjoyed the last paragraph.
'The Mayor was so tired of complaints about animals, tractors, and manure that he erected a sign saying: " Here we have church bells that peal regularly, cocks that crow very early, farmers who work to feed you. If you cannot put up with that you are not in the right place"
