what is the process for cleaning a pond?

as below the D1 permit refers to unconnected waterways - of which a solitary pond is not surely

also is there any timing restrictions on cleaning ponds or ditches ?

You're looking at the wrong bit ......

Look here:

You can spread dredging spoil from creating or maintaining habitats, ditches or ponds within parks, gardens, fields and forests under:

No one is going to question pond dredging's unless it's very stinky & next to house(s).

I would suggest that August/early Sept is going to be the best time as most insects, frogs etc will have had their young. However I would also spread the spoil thinly around the perimeter of the pond for a few days to allow things to creep back in to the water and don't be too aggressive with edge plants (remember nothing grows beyond a depth of about 1m)

OK, will take my old FWAG hat off now .......

I read that as you're not allowed move your dredging spoil to the bank of a different water body. So that you cannot use this exemption as a loophole to fill a bank that you would otherwise not be allowed to fill.

Absolutely definitely not, you risk carrying all manner of diseases and unwanted algae / water plant
