Welsh asking for early sfp!!!

What is going to happen in 2 years time, when there is no sfp in Wales at all, is there new system going to be ready buy then, in Scotland in the first year of the new computer system it was about 14month without it and that was a very long wait for bills to be payed. I can't believe the Welsh nfu didn't fight more.
