would the westerwolds be able to outcompete the existing grass sward or will the grass smother it?

It should grow on through the old sward. But I have seen it fail. Better to plough and do grass properly if I am honest.

Depends what you are planning on doing with it - If you are grazing it over winter I would DD grass in, much less damage when its wet. Possibly top if the existing grass starts out competing it.
