Make a u shape hasp type thing like a bike lock out of 40mm box put 25mm rebar inside and weld end caps on so an angle grinder will just spin the rebar inside the box
A gas axe should be slow as the flame will be dispersed
 
Does the above really work,have you tested it to see if it works yourself???

I'm quite attached to my eyebrows...

The tricky bit would be getting good enough welds to keep petrol contained.

You maybe have to treat the insides with a fuel tank sealant.

I see no reason why it wouldn't produce a smallish fireball.

I'm not sure if it's actually illegal though....

I used to have a motor bike lock that had a stainless steel cable with stainless steel rollers on the outside so a disc cutter would just spin the rollers and being stainless a burner won’t cut it either it had a pick proof lock as well

Just cut at a shallow angle - 20 degrees, for example. That stops the rollers spinning.

I've hacksawed padlocks open before.

You just have to cut the brass body in half rather than trying to cut the hardened shackle.
The trick there is to not use brass padlocks - most of which are quicker/easier to open with a shim anyway. I have some footage somewhere of some toerags trying to use a big pair of croppers on a decent £20 padlock - they failed & in the end broke the hasp/staple instead. :banghead::banghead::banghead:
