What is the role of the green block in the photo below? I

It's on a ug trailed sprayer. One of the hoses goes from the green block to the swing compensation lock cylinder. The cylinder needs to retract after the boom has opened and extend before the boom closes.

Now, this sprayer is attached to a jd 5515 who doesn't create enough pressure to overcome the resistance set by that block. The cylinder will retract very very slowly after the boom has opened. when closing the booms, it will extend at a normal speed.

I am guessing that the block creates a pressure resistance that will stop the swing compensation lock from opening until the boom is fully opened, but this resistance is too big for my tractor, hence the reason i want it adjusted..

The bit sticking our the right hand side of the green box is the valve, if you undo the first 10 mm nut the cap will come off under the cap you have a stud with a 4 mm Alan key head, stacked the second 10 mm nut and using a Alan key turn the stud in or out. The stud pushes onto a spring in the block and on the end is a cone that fits into a seat so screwng it in will increase the pressure needed to move the ram and screw it out will reduce it.
