How can such a ban be enforced, other than that done by professional rodent controllers?
Anybody can legally purchase, and use, rat poisons, albeit in smaller quantities than us Pros.

It's only on council-owned land... Private landowners (i.e. all business owners and homeowners in the town) can crack on.

Maybe they will issue ‘humane rat traps ‘ and release the critters in a neighbouring county?
