In August 1893 Preston had 32 mm in 5 minuits
In June 1953 Dumfries had 80 mm in 30 mins

70mm would be a little over average for here.

Too much falling on already saturated soil with low infiltration rates, into full ditches.

Better drains, soil structure, earth worms, no till etc would have made no difference if more rain is falling than can be absorbed. There are lakes appearing now on ploughed and untouched fields on free draining limestone land now. It's just coming out of the sky too quickly, and finding the low points.

I'm no expert when it comes to flooding but I'm guessing 6mths of over 100mm means the water has no where else to go!
Contrast to 12mths ago when we visited the Derwent dams to see the ruined village in the bottom as the water level was so low!
