Win 10 startup problem

Having problems with a new Dell laptop. Bought to replace my mother window 7 laptop. On set up tried to make chrome the default browser but Microsoft said no as it was in 'safe mode'. Altered a setting to try and take it out of safe mode.
On restarting it gets stuck on the screen where you would put your password in. It comes up with a blurred version of a standard windows background shot.
After several hours of dell online trouble shooting guides I have got know where. I think the hard ware is ok
Anyone any ideas?

Try booting into safe mode. This will start Windows with only what is required to get Windows to display things on the screen and except input from keyboard and mouse.
If you manage to get into safe mode, have a look in the Windows event log for any errors that may indicate where the problem is.
May be worth uninstalling Chrome whilst in safe mode and try reinstalling.

The blurred/shadow screen would be an indication it's now in Safe Mode. As its starting g up it will tell you what F button to press for options, them get out of Safe Mode.
