Is there a program I can use that I can upload a file (e.g PDF/JPG etc), state the scale of it and then use it to trace areas to work out the area of shapes and dimensions?

I'm just working out how much concrete I want you to do.....so I may as well just send you the file and save myself the job!

Haha!!! Well that depends who's paying for the concrete...! If you want to book down a few extra loads because you're enjoying it so much I wouldn't be one to complain.
if its a yard you could use free map tools? they have an area calculator where you bring up google maps keep clicking around the edge and it gives an area readout in m2 Ha acre etc?
as for scaling a picture into something most cad programs do it but cost £££ so probably not worth it.
