The rated max. capacity of a crane has the lift radius inside of the outriggers, so it’s not a balancing act, just a question of the structural strength and the winch rating.
not so over the rear 90 deg.s/quadrant, with a side extending outrigger set up ...
structural integrity and stability are the ruling factors

this will do its 45t capacity over the rear at 3m rad. - outside of the riggers, based on the structural strength of the machine and it's stability of the counterbalancing weight of the machine
I used to own and operate one of these Grove TMS475 ELP,s ...... generally speaking a crane's best duties are over the rear

I'd also add that it is rare for a crane to operate at its max. rated capacity, due to the restrictions the short operating rad. places on its ability to handle a load ... if you want to handle a 45t load you would generally use a much larger capacity machine to avoid the limitations of the small safe working radius.
The max. cap. at min rad. is a method of placing some form of 'rating' on a machine.

My TMS475ELP on a roof access job, at the local hospital, where the 500t Liebherr I posted earlier was also working ... with the swing-away lattice fitted, stability and structural integrity went hand in hand ... reach too far and stability is overcome, resulting in the structural integrity (as well as the stability) being overcome ..... and it'll only end one way
On this day wind also played a major factor in me calling it ... working close to the reach limits, the high wind blowing on the back of the boom was making her rock and sit up on the two offside jacks - once was enough to pull the boom in and call it a day, until the wind subsided - which it didn't - just got worse - early bath for everyone

In these cranes there must be a computer-brained load monitor or something that tells you what is on the hook and how close you are to the limits of stability/reach? Barring a failure of the legs, hydraulics or the ground you are perched on it should be pretty safe no? You can't drive a telehandler these days without betty giving you an earful, a crane must be way more clever?
