it was meant as a question not a criticism
scum does rise to the top and tends to stay there unless someone skims it off, who would be the person to do that?
calling the Tories scum is just acknowledging their success in getting to the top and staying there in recent years, a compliment really, now if someone were to call them dregs that would be different and not so accurate

He was a very poor PM and not at all temperamentally suited for that job. He ruined the economy which was left to him by Ken Clarke and we must't mention selling the gold at rock bottom prices. He was dreadfully rude to that nice Gillian Duffy.

Funny how he only got married when he wanted to become PM...that poor woman, what did she do wrong to have to marry him? Apparently they live separately these days.

The issue when people say they aren't taking a profit is as you infer just how much do they take out in expenses. If you fund your offices, travel, food etc then declare you haven't profited its a little naughty.

As to worst PM, my memory stretches back as far as Heath, analysis below:

Heath traditional wet Tory, let Unions walk over him. Also not a likeable man at all.
Callaghan, It was his turn when Wilson resigned but in Rugby it would be called a hospital pass, nice enough bloke but he inherited a disaster in the making, and didn't have a snowballs chance in hell of solving it. Power was firmly in the hands of Jack Jones, Joe Gormley, Sid Weighell etc who led the big unions.
Major the Conservative party had had enough of Maggie's big personality, so they chose the smallest personality available. a man as grey as his suits. Lied continually in regard to Europe, if it hadn't been for his duplicity the DEU would likely be a very different place and we would still be part of it.
Brown The man who said he had abolished boom and bust, used this as an excuse to go on a permanent spending spree, the only chancellor ever to waste every penny of a 10 year economic boom. If he had done as his predecessors and paid off a little of the national debt each year when times were good we would have been in a far better place in 2008.
May It took three better candidates to shoot themselves in the foot for her to even become PM, Boris didn't take the campaign seriously (there's a surprise) so Michael sunk his campaign. Michael by doing this committed political suicide. Andrea blew her campaign apart by making mention to Teresa being barren. Duly elected without a contest and completely and utterly hopeless, nothing beats going on a walking holiday and deciding to hold an election that wasn't required and even worse with the public sick of an incessant series of elections.

And some do it quietly without fuss. The original question was could you see DC or BJ doing that, I don't think that's a fair question, how we spend our money is nobody else's business. Good on him for doing it but if you make it public it makes it look as if it's done for the wrong reason.
