Just run a bead of weld around the inside of the outer cone, then let it cool. It will fall out then.

Have you misshapen the hub after attacking it with fire and hammers?
It only takes a slight ovality to pinch the new bearing.

The old drum would be worn so the brakes might be wound up too much for the new one

Did 4 earlier this year. Was a piece of cake in a press, think it went to about 25t getting the old one out. New ones went in at about 5t.

Over several years you can gather a few units around in the workshop specifically for this type of job.
A Danfoss power-steering column required the inner part to be cooled and the outer heated to enable it to be put back together and this method turned out to be perfect. Even warmth from manual handling the central shaft expanded it too much to make the two parts fit together.
I was amazed at the tolerances but it all went back together perfectly and worked faultlessly on first start-up

Might need to be pressed in, I used to do ATV and UTV ones and some of those were tricky to fit.
Sometimes you might need a hydraulic press to fit them, it gives a more controlled force than a hammer, Bearings can sometimes be that tight!

I spent £200 on bearings etc but still no trailer

The rest of my trailer wasn't much better than the bearings, brakes wiring etc as it does a lot of work it was time for a change
