Well, the BFU could certainly contribute to an independent review, and also in drafting the Terms of Reference of any review.

The Terms are pretty damned important....

Nigel Farage found out the hard way when the FCA report into NatWest decided his case was conveniently outside the terms of the investigation.
 
Assume you are referring to the £1.3 million in assets you mentioned earlier?

Must have been added to reserves in previous years from a surplus before distribution to balance the books.
These ‘reserves’ can be reduced by wage increases bonuses and more people employed as things get over complicated
Then maybe the fees go up which speeds the cycle up and adds to the game played
Have you cottoned on yet?
