Yes, indeed you are not wrong in saying fishermen wear their wellies with the tops turned down. Anytime I take a ferry crossing to a Island off West Cork here in Ireland, I nearly always wear my wellies turned down.
Unfortunately I don't have a pair of waders, but I must them at some stage. I have 2 fine pairs of turned down wellies to make up for it !!Used to wear my fishing waders turned down to the knee when not in the water, for reasons of chafing.

From my experience talking to guys about wellies, those who turn down often say it was because their father did it. Common too with Eastern European lads.

I've always wondered why there was this connection between tall riding boots and rubber bootsAs Wellington’s boots were for riding & made of leather, not for wading through cow sh!t, I’d say “gumboot” IS a more appropriate name for your rubber / plastic waterproof footwear
