Is This Bad Husbandry?

I am interested in the welfare of the animal.
The sheep looks healthy in the photos, using a lamb adopter is not bad practice, there looks to be forage available for the animal, the fact that somebody is fostering on lambs, would suggest somebody is keeping a reasonable eye on things.
If he only has a grazing agreement how come the buildings are being used?
I would suggest a conversation needs to be had with tennant if you are not happy with that

The buildings are derelict and I try to help good tenants.

I'm confused how the Tennant hasn't been seen since last Easter but you have a living ewe in the shed. If it was dead and rotten the you know there is a problem. A drink twice a day then take it away as the knock it over and don't have any anyway.
He either has a herdsman or is subletting.

she doesn't look neglected....in fact lots like one a those fekkers that can drive you 'up the wall'

I do think you need to find out who's looking after the stock....if it were me I'd let her out and leave a note that you did it cos she had no water...that might 'flush them out😁
I am hoping to meet the herdsman soon.

Is that the only sheep on the premises then? Or has he finished lambing and this stubborn so and so is the only adoption candidate left.
The picture doesn’t signify bad practice imo. You could go up my shed right now and see similar ( I’ve been in there all morning busy shepherding and I’ll be back out there in half an hour
later my Mrs will be back from work up the school and up the lambing shed teatime. . . likely she will be watering everything as a matter of course cos they’ll likely be some dry buckets)

The chap is a tenant not an employee. . .
