It's very possible the 4wd seals have gone, a easy way to test is to take the oil feed pipe of to the drop box and with the tractor off blow into the fitting on the drop box with a air line and listen out for any bubbling noises coming from the gearbox as the air escapes into the oil

No not done that yet. going to rig up a test lead this evening. I have had the solenoid off and put 12v from a battery in the workshop and solenoid didnt magnetize. how strong should it be?

Been out this evening with the topper and got the tractor doing its fault. First Put the gauge on the test point on the right hand hydraulic cover. Had 17bar there no difference when clutch depressed or 4wd button pressed. Plugged gauge on to test point on forward reverse shuttle pack and had over 25bar when it went into gear only 13bar when it wouldn't drive.

You might want to try a bigger gauge as of it was doing 25 it was maxing your gauge out but you've proved you've got a problem anyway, what I'd do now is remove the pipe that comes from the valve and goes into the bellhousing and blank it off and with your oil hot try your gauge and see if you've still got the low pressure if you have the fault lies in the clutch control valve if you haven't you'll have to split the tractor and do the seals in the clutch pack

I think but i might be wrong. Your 3rd picture looks like the trailer brake valve test port. It uses linkage pressure. Should read upto 3000psi if closed centre pump. I'd service clutch/dynashift valve outside before splitting incase it is sticking

I think you also powered the 4rm solenoid with another power supply. What needs to be checked is if the mechanical element if the solenoid is working. Swap it with the very top outfit which is PTO brake one. They might energize ok but actual internal valve could have failed not letting flow through to work 4wd pack
