Speedo suggests it’s been used for industrial work rather than agriculture. Speedo often required if taxed as haulage type unit, and the brakes would suggest the same.

Industrial or council tractors always used to have a separate parking brake rather than using the service brake to park. MF20, industrial version of the MF135 had 2 independent sets of brake shoes in the same drum. Fords always seemed to have separate handbrake for Ag as well as industrial. I've seen David Brown industrial tractors with brake drums in the front wheels too.... They all seem like things of the past now..
Early 70s Perrys of Potters bar used to do the shire tractor for highway use and they had to put disc brakes on to comply with having out board brake as the powers that be deemed inboard brake were not legal as some thing to do having the brakes at the end of the drive shaft we are talking nearly fifty years ago i will try and find the paper work
