AN vs urea. Which is worse for the planet during manufacture?

I’m not looking for a debate on the emissions in the field during or after application, but at the point of production. Which is more energy intensive? Which causes more damage around the factories? Urea is produced all over the world yet ammonium nitrate is more of a European product. Both require the Haber - Bosch process that reacts diatomic nitrogen with natural gas to form ammonia. The ammonia is then used for either type of N fertiliser.

This was after the subject of the Defra consultation on urea use was brought up in a discussion with the boss today. He was under the impression that urea was much worse for the environment than AN upstream of the farm gate and I didn’t have an answer for that.
