Get a land agent who has done similar before.
I'd say there is never any good will with projects like that, and the way they're behaving already looks like they don't care, but being awkward as at the moment doesn't help in the future.
delay them if you can, and try and speak to someone higher up who might help you in other ways in future.
Meanwhile get the ball rolling with a planning consultant, see about getting outline planning for a housing estate on your land, or something similar. do anything you can that would boost the value of the land, so that if it gets to compulsory purchase you apply for a certificate of appropriate alternative development, and they can't say your land is only agricultural value.
