Arable offer, do options have to be rotated or can they be in the same place for the full five years

For the Mid Tier arable offer, I'm confused as to whether options such as AB9 can be in the same place for five years or must they be rotated?

The wording says "on whole or part parcels in rotation on:"

I'm confused!

AB9 (Bird Cover) can be left in same place for full five years (with caveat for annual or biennial replacement) or rotated around the same land parcel, or moved to another land parcel. Provided minimum plot size of 0.4hectare.

If you have an agreement with the list of parcels and the area of each option, can you, even in year 1, put it somewhere else in the same holding, eg Parcel 1: 0.5 ha, Parcel 2 0.5 Ha, instead put 1 ha in parcel 3? Or is year 1 bound to the placement you have applied for originally? Asking as have drilled winter crops in field now and rather than spraying them off, would be better to put them in year 1 into a field bound for spring crop... Can not find easy explanation online for this question!

Can locate in year 1 on any eligible parcel and declare on the claim from in May. Do not have to follow the location as included in the application form. But do check with an expert or more sensibly give Natural England a call - in my experience the staff there do not bite!!

Many of the options can be rotated around or left in the same place.

On a personal note, I did AB9 with a seed mix that gave 2 years of cover, though year 2 was much lower yielding for seed species. Only the kale & chicory (our addition) really provided any second year seed, though the habitat was great, it spread the exorbitant cost over 2 years. After 2 years the pots were getting weedy so we moved them, replacing half each year depending on quality, weeds etc. And how many pheasants & partridge we got out of them...
