I agree with your sentiment completely but I think it has to be understood that a mobile phone is pretty much as important as food in many ways, today.
How can you work, bank, and ultimately feed yourself without one, especially if you are homeless.
I bet there are a huge number of people who would put paying their monthly phone bill as the top priority.
The fact that all refugees seem to have them is proof of how essential they are, not that they have money to burn.
