Burning waste straw

I seem to recall we are allowed to burn waste crop residue but I can’t find the ruling anywhere. We have some very old and horrible linseed bales we want to burn hence the question.
 
I know this is an old thread but did it ever get decided if we can or can't burn straw in the field? Recent flooding has left foot deep swaths of straw "tide marks" some 10 or 12 m across. I was thinking of torching them but want to check it's legal first. I have a D7 which says I can burn plant residue which straw technically is but then there is legislation (here, The Crop Residues (Burning) Regulations 1993 (legislation.gov.uk) that says I can't so a bit confused to say the least!
