Concrete floor dusting

Grain store concrete is crumbling and dusty when swept. What’s the best thing to use to stop it?
Also have a patch where the floor does not have a dpc, is there anything I can put on top of the concrete to act as a dpc?

Resin floor screed over the lot would do a good job but not cheap.

patio sealer would stop the dust

hardener sealer would also stop the dust and make the top layer more durable
