Concrete pannels

Going to be using concrete panels for a grain store , is it best to fit panels first and concrete the floor up to them , or lay floor first and sit panels on top of floor ,
Thinking which is safest regarding Ingress,

Fit them first then concrete them in higher on the inside and lower on the outside so the water can’t get blown under and the panel can flex.

Mate fitted them after the floor was laid and spends ages with mastic every year in a vain attempt to stop wet patches all along the edges.
Ours were laid on top of the concrete when it was still wet as this was the best way to get a good seal. Didn't work. I paint bitumen on every couple of years but still get a few wet bits. In every situation, if the floor inside isn't higher than the floor outside you're asking for problems

I poured my walls in the grainstore, a foot thick, 8 feet high, started them on a 4 inch plinth that was cast onto the floor slab when the foundations were laid.

I still get a shovel full of damp grain round one of the post bottoms. :arghh:
