DEFRA don't actually do the inspection of meat imports, that's down to the local Port Health Authority. And trading standards and UK Border Agency (Border Force) if it takes their fancy.
Port Health are pretty much the only one of them worth a light, particularly at Dover, although trading standards are getting their teeth into more stuff over the last couple of years.
I can't see anything changing practically, just who pays for it!
