This is part of DEFRA's consultation with 'stakeholders' i.e. us and others in preparation for the coming review of General Licences to 'kill or take wild birds in England'. It also follows May's 'call for evidence'.
I couldn't see the link anywhere else on TFF, forgive me if I've duplicated it though. Defra’s consultation on General Licences - Have your say

Defra’s consultation on General Licences in England is now underway and the GWCT have produced a straightforward survey that all those who need to control birds to protect wildlife, crops and livestock can take online.

As a valued contributor to the Big Farmland Bird Count we would greatly appreciate your input. The survey only takes 10 minutes to complete and over 500 people have already taken it. You can take it here (all information will be anonymised before submission to Defra).

The GWCT need as many responses as possible in order to make a powerful submission to Defra on behalf of all those who use General Licences. Other countryside organisations including the Countryside Alliance, National Gamekeepers Organisation, the CLA and the Moorland Association are backing this survey.

Please take it here and then forward it to others and encourage them to complete it too.

I would urge farmers to do this.

It is a faff but worthwhile.

The NFU will respond and collect evidence but individual farmers giving their testimony as to why pigeons and Corvids need controlling to stop damage to crops and stock will crucially add to the grist.

I’ve just had a quick look at this but 10 minutes in I’ve had to save it for later. I find the governmentese language and terminology very difficult to understand, not sure if they mean crop protection when they say conservation of flora(plants) . I suppose the idea is to put off people with busy working lives so the likes of wild justice etc can sway the numbers with reasons why birds shouldn’t be on General Licences

I don't see how this would ever be policed though because there isn't enough manpower to sort out proper crime let alone something like this. Nothing will change much like the badger problems. People will just keep disposing of them and dumping them on roadsides.

It will be policed by extremists who will fund prosecutions themselves if necessary.

How though because theres a law stopping trespass on private property so it would be highly unlikely if the person was careful they would ever be caught. I cannot see anybody stopping shooting vermin whether there is a law in place or not.
 
If you are going to fill in the survey for godsake opt to keep your information confidential- remember animal rights nutters may well come after people who fill it in and whose details are subsequently made available.

You are lucky that you have little experience of living on the urban fringe.

Over the last 5 years or so, we've upped our game on compliance for everything from machinery maintenance, guarding, safe storage of bales and wood, bonfires, locking gates and so on. Firstly for self protection to stay healthy and sane and secondly to avoid grief precipitated by urbo neighbours and their digital cameras objecting to all things rural from 10.30pm bale carting "too noisy" to early evening .17hmr rabbit control that was "annoying their dogs". Last year took the biscuit when notification of a replacement shed to our previous pile of rickety steel and asbestos drew a response made to the local authority that such a new building would "spoil the view" from their "southern dining terrace" i.e. their view over our pastures from their patio some half a mile away. We've built the shed, we carry on as we've always done but we do trap and shoot as necessary but with caution - it's too easy for these turds to encourage the attention of officialdom - why?, I don't know. They have no feel for farming or the countryside; it's their plaything. Poor birds, poor bunnies, poor badgers
