Although half of that would appear to be tail which I presume could be tucked underneath. I guess to be on the safe side it's best to assume otters at their maximum weight of 8kg.
The Lockheed McDonnell 3-12 is assumed to be modelled on the McDonnell 220 which has a payload of about 8000kg. How many staff would a plane full of otters need? Two pilots, a couple of flight attendants and a couple of bouncers to break up fights (otters looks fighty to me) sound enough? So maybe six at an average weight of 80kg plus a 20kg baggage allowance each is 600kg of humans which leaves 7400kgs of otters if flying fully laden, or 925 otters.
Better make it 900 otters so there's room to take some lunch. That's probably quite enough for most people's requirements anyway.
