Drainage pipes under gateways. Who is responsible?

Does anyone have a definitive answer. I have several gateways where the pipe is blocked. One is to a private house. the other two are to arable fields. If they need replacing or just cleaning whose job is is.? The local authority, the landlord of the fields in question or the tenant of the fields in question. The blockages are causing temporary flooding close to some properties. The gateways connect up ditches that are all running along the main road, definitely a meter of less next to the road.

Depends, could be the landowners, could be the local authority could even be the EA. Someone somewhere though should hold records of who is responsible for what. If it is the local authority or EA every new crossing of the ditch needs their permission and to be built to their spec. We have one major ditch locally controlled by South Cambs Council, you can easily see the new crossings as they will only allow clear span bridges, whereas the older ones are brick culverts or concrete pipes that restrict the flow enormously.

Probably blocked on purpose to slow the flow you must be mistaken about it flooding close to properties fill in all the other ditches around the pipe and you will hold back even more water and never have to worry about flooding again
