In your letter of objection mention the matter, inform your local borough or district Councillor about the matter, insist on a site visit from the Councillor.And if you've done your best to accommodate said rainwater run off, and protect proprty, what happens when some daft bugger wants to wreck the work you've done over 20 years and build a new build over a 14" council drain?
Both it and the old property on the same plot will flood again. As will properties lower down. But is that a planning consideration these days?
