The NFU should whole heartedly back it, there's no reason for them not to.
They should, but they won't because: A, it'll take money out of their members pockets, B, most of them busy skiing to consider it. C, it seems they think we can all go part-time. Also it's a non starter atm. As the prime minister is shagging entirely too many vegans. Alledgedly.

For sure, when it comes to nepotism the NFU have form, but in this instance I would say that they just haven't given it (ELMS) enough thought. There is time, just about, for them to get it right.
