Russian crew are allowed. It's Russian owned, managed, operated and chartered vessels that are sanctioned.

In any case, Russian shipments are largely now self sanctioning (rightly so) as the risk of subsequent sanctions is massive. Finding ships to load grains or fertiliser from any Russian port is practically impossible. There are also massive insurance premiums in doing so.

it's just oil / gas trading entities that are still shipping from Russian ports - for the time-being.

every body is rightly horrified at events, demanding sanctions etc, probably without realising the effects of those sanctions to themselves, and they are going to hurt, both parties, its down to who can 'last' those sanctions longer, an answer not guaranteed.
Rather suspect a referendum today, would support direct action over Ukraine now, good job there isn't one.
And a lot remains very uncertain, much depends on a nutter, watched a report yesterday, by an ex Russian Official, he basically said, the Russian elite, see this war, as a war against the west, and he thought it highly likely to spread, his reasoning, was horribly sensible.
What we do know, a major source of wheat, isn't going to be available this year, as well as other 'things', so food scarcity, no/less fert, you don't need to be a politician, to realise what will happen, in fact, its only politicians that probably don't realise !!!
