Ford 5000 engine

Does anyone know what the circled connection usually runs too doing Sanderson engine with a ford engine, this connection is not connected and is throwing oil out , could I block it off or does it need to be connected to something

Should it throw oil out? if it was connected and its that bad the speedo head would fill up with oil.
It's not well sumps full of water we are doing a rebuild on it. It's not been well for a few years finally nipped up this week we will just blank this as customers not bothered about rev counter couldn't tell what this was as blocks hot about six inches of crud around it
