No Minister (or civil servant) ever announces a 'consultation process' without having a very clear idea of what they plan to do once its over. The main point of the consultation is to provide cover for the planned policy. As there will be a range of opinions expressed in the consultation, some for one thing, others for another, there will always be someone who agrees with whats going to happen anyway, and thus it can be made to look as if government is 'listening'.

Paying someone to keep fewer animals is no different to paying people to "set aside" a proportion of their acreage. It still boils down to paying people to not produce food.

It's been announced it will phased out over next 7 years. Don't replace it with anything and use existing environmental legislation to ensure farmers don't pollute.
Why are British farmers so keen to give the state extra leverage over them?
Could be the half acre pond/swamp that they took off my small claim a few years ago together with a minuscule area of wooded gully could be worth more that the rest of the holding under the terms of Goldsmiths Ecobabble.It will be interesting to read through the final detail and see what figures are put on creation of new habitat e.g dig & maintain a pond/plant & maintain a hedge.
