wish that I could post a photo. Can anyone explain how.
I have an old horse drawn hay rake that has a mechanism on the wheels that I don't understand. If I find how to post a photo I can explain. Any Howard experts out there.

Think they use to pull o cord to activate into working position or into drive then they pulled cord again to stop working or lift out of work if you follow.
There is a seat on the rake and a lever that lifts the tines to release the hay. A double pull will set the mechanism but that just seems to lock the wheels. Maybe I should video it.

pulling the handle or cord engages the dog into the wheel cog, this lifts the rake . then it will normally release and go back into work unless it is locked. I think there should be a spring to hold the dog out unless the trip is pulled
I suspect the whole system is seized solid and there is a great danger unless it is freed off properly that you can brake it irrepairably
Do not attempt to use a hammer as the system is cast
As others have said the wheels will remove and put onto the alternate stubs for transport using the jacks which should be , but rarely are today, with the machine. This will be after the tines are locked up. There should also be a towbar which attaches to the axle one end for transport
