.... Anyone got an idea how much flow would you need to run an effective hydraulic powered PTO? Enough to run a 2.5m flail topper for tidying up grassland etc? I know that you can run flails on the front of a skid steer so I guess it must be possible?

The speed of the PTO will be 540rpm but how much power is required to operate the flail? That's the info you need to find out then you can calculate what sort of hyd motor will run your flail. Personally I don't think a tractor had system will be suitable that's why hedge cutter tend to have an independent had system.

What are you planning on putting the flail on?

Ex sprayer chassis with 112 l/min flow rate. Would be just for topping grazing land. Was thinking of a sprayer chassis, as want to use it as a cheap load carrier around the farm most of the time, like a large Mule essentially but capable of 45 kph on the road and carrying 3-4 tons of feed etc. It already has a 3 pt linkage but I would need a PTO for the odd jobs, topping being the biggest one about 40 acres a couple of times a year.
 
I believe a lot of those hydraulic powered machines rely on a great deal of inertia to keep them spinning under load and the cooling requirements are considerable. One machine I have seen working, mounted on a big (In excess of 13 tonnes I would guess) slew had a separate donkey engine on the back just to run the mulcher on the end of the arm with huge hydraulic pipes to carry the flow back and forth to the business end. It was a fearsome thing that could eat trees from top to bottom in seconds.

Id use the fastrac for this job.

No way will clayton be fit.

Assuming 200 bar max pressure and that 112 L/min max flow, you are probably looking at around 40 hp max power output. Recommended power for a 2.5m flail top is generally over 50hp and can be quite a bit higher than that.
