Good question, I tried to find the answer out and still not fully concluded it!

Roof costs a lot to swop, think walls aren’t as bad.

Depends on both of your proposed uses tbf

different BS specs I think, agricultural is 5502 , agricultural does not have same human occupancy time as industrial, hence higher standard for industrial

So if you build an ag shed, can you change its use to industrial then? As clearly it wouldn't be up to spec? I'm thinking alternative uses for storage / workshops etc?

Not sure. The local ex car dealership showroom and workshop had a change of use a few years ago to a more social and food area and, I assume because of a change of use, they had to re-roof the whole building to thermally insulated sheets rather than the single skin sheets previously fitted. However, I have no details or personal knowledge of either the full circumstances or the details of what went on and why, only that they did.

Does yes come with requirement to upgrade the structure to the higher spec then? It's all confusing to me. Suppose that's why consultants are needed to wipe one's own backside now.

No requirement at all. Change of use application to get the paperwork straight and then that’s that. Building doesn’t change at all.

Industrial buildings built for industrial use would also need Building Control inspection and approval. Sheds constructed for Ag don’t. I don’t know if they need any approval after a COU application is submitted tho.

your problems start when you split buildings up for different tenants and they want to take out any form of insurance we still get asked to provide details of cladding systems and copies of fire certs for cladding on buildings done 15/20 yers ago compliance with building regs is your big problem ,At least have your frame and foundations designed to 5950 taking into account potential increase in loadings with insulated cladding is a good start ,you can get your structural engineer to sign of foundations at the initial build evidenced by photographs

I have seen change of use turned down at planning as the building does not meet current building regs codes and to quote the LPA it would involve that much work to upgrade its not a conversion its a rebuild and your in the green belt sorry, But very subjective and open to interpretation by the planners so could go either way

The storage would not be to much of a problem and more so if there's no requirement for heating,The workshops a little more difficult ,At least have your frame and foundations designed to industrial spec, Everything else can be sorted out after , done it here twice like this
