My 1988 JD 2650 SG2 seems to get fuel starvation and air bubbles in filter and cuts out when higher tank is 3/4 empty, is this a lift pump issue due to upper tank gravity feeding and when down to lower level lift pump needs to lift?

Not quite the same issue as you. But my 3050 at the same levels over night the fuel would run back, then it would need bleeding up next morning before it would start.
A new lift pump cured it !.

probably lift pump, could be a range of problems from split diaphragm to faulty [poppet vales or most likely wear on the lever meaning there is insufficient kick to push the fuel.
I would replace it first they are normally very cheap

I've had a similar problem with my 6220 and eventually tracked it down to a perished fuel hose. Vegetable oil in the diesel attacks the rubber hoses and they develop pin holes so draw in air when the pump is sucking fuel. I've replaced the hoses with marine grade fuel hose that is formulated to resist bio-diesel. £30 from a hose specialist, £95 from Deere.

My 3140 valve spring in lift pump popped out and holed the diaphram.
Air in fuel diesel in engine oil. And wouldn't have any power when level dropped below lift pump height

Sounds like a leaking suction house. Those 50 series draw their fuel from the lower tank. The upper one drains to the lower one by gravity. Until the uper one is about 3/4 empty there will be little suction in the feed hose as the fuel level is higher than the lift pump.

A non return valve would do the same job, cheap fix

lt would but since the bottom tank is lower than the lift pump, if the lift pumps f@#£&d it wouldn't run right anyway once solely running off the bottom tank.
I got genuine Deere pump for £35, but I’m sure you could get one elseware for less.
Fix it right first time is my thing, my dad was always “let’s try get round it somehow” only to spend the money and it right later !.

There is a constant stream Of Lots of small bubbles in the top of the glass filter As well?
Its definitely drawing in air. Sound more and more like a leaking hose. If its the original hose, its over 30 years old, so probably time it was changed anyway. Look along the hoses between the tank and the lift pump. If one of them is damp with fuel, that's the place to start looking for the leak. If its drawing air when the engine is running, its probably leaking diesel when its standing overnight.

I had a 2140 and 3050 when I had fuel problems I used to take the clear plastic receptical and I think there was a mesh screen before the lift pump and wash in detergent. My 6910 had to have a new lift pump at 6000hrs It was bottom fed from the tank. The 6930 needed new hoses from the tank as it was slow to start 4000hr Its top fed

I’ve just removed mesh screen and it was pretty grubby, I’ve cleaned it and it all seems to be good at the moment although, I also stripped lift pump to inspect non-return valves and diaphragm all seemed fine.?
