John Deere 1950 arms

The lever that controls the arms on our JD 1950 has a very small parts of its range of movement which affects the arms position. It is difficult to fine tune the position. There is a lever beside the arms and I've played with it to see if it would effect the granularity of the lever/arm sensitivity.

Any ideas as to how I can get a wider range of movement of the arms to affect the actual arm positioning?
