I have used de-ox c gel on a few boards. Apply the gel and wrap the boards in cling film for 48hrs iirc! Removes all rust, boards will still be dull though but I have just put them straight to work and cleaned up a treat after a couple of days.Done many over the years. Use a 4.5 inch grinder, grind till pits are gone, then sand. Pits will reappear, grind again, and sand again till they are gone. The grinder hides the pits by burring over metal, sanding removes this.
Depending on the board, and amount of rust, dont plan any evenings out for a couple of weeks!
Sand blasting will remove the rough rust, and replace it with rough metal.
Bilt Hamber DE-OX C will remove all the rust, and is biodegradable, a shallow soaking tank with a solution of that in may be a good starting point.

Make bath from plastic, mix the lot, using warm water, then just fill the bath with all the bits you can get in at a time. When the fluid turns black, it is dead, dump it down the drain, its bio degradable.
Plastic is essential, chem will react with a metal one.

Ad-blue and chemical for pressure washers come in them so sure something will turn upI am sure you are right. I am toying with the idea of the gel for the boards still got to unbolt it all yet so will see what shows up in next couple of weeks.
