Sigh, you're up to your usual tricks again then.
OK, i'm typing this slowly, maybe that will help you comprehend it.
At no point in his post does he distinguish between RAM and storage. He uses the terms memory and general memory. Just to be clear, once again, he doesn't mention storage.
They do not refer to drive storage as memory in some countries, as you incorrectly claim. It is either memory or storage. The only times the terms are used interchangeably are when people who don't know what they are talking about try to give advice. And those who try to make excuses for them.
Of course it's about how we word things, you can't have clear, understandable communication if the wrong words are used.

You do not require a high end laptop / PC if you just surf the Internet....

The laptop is for our son , I’m not allowed anywhere near a computer , either laptop or desk version so not sure what specifications or makes would best be suitable for him .
Maybe you ought to ask him what he thinks he needs.
Just hope it includes a HD screen (size depends on how portable it needs to be), an SSD (hard drive) not HDD, at least 4GB ram, preferably, i5/i7 processor

Honestly, 4GB RAM just isn't enough these days. 8GB or, better still, 16GB will not add a ridiculous percentage to a mid range laptop or computer's price but will make a vast difference to performance over 4GB, especially with greedy stuff like Chrome open with multiple tabs at the same time as email and a spreadsheet or music playing.

I'd agree - go 8GB RAM plus. I'd spend more on ram and worry less about i7 over i5 processor.

I did say "at least 4" and I agree with you really, but some don't ;)

RAM is volatile system memory, general rule is the more you have the better.
And 8GB is now the minimum requirement. 4GB is not enough on a modern 64bit system.
No idea what you are on about with 200GB and also mentioning figures of 350GB and 600GB in terms of memory.
My guess is your are confusing RAM and drive storage space. The two are totally different things:unsure:.
Oops, sorry! Yea I had meant storage. I clearly had a bit of a brain fart when I said that. Not sure if I agree that 8gb is absolutely necessary for ever modern machine. It would be my preference of course. But depending on what you were using it for, 4gb can be absolutely fine. I didn't know what the machine was going to be used for so I wanted to cover all bases :)

You cover all bases by going up in specification and features, not down to a price.

8GB is a must on a modern machine, sure, 4GB will do,just, but 8GB will make it fly. Got 16GB in my main machine, but I do use that for editing HD video.

Hmm, obviously you cannot read.. Especially your own posts....

See, I can read and spot a mistake when one happens.
Not lost in interpretation, not down to dialect and not down to my agenda ( whatever the Feck that is).

There's nothing too demanding on those specs which are mid-range for a 2012 computer. I suggest getting something modern with a great display and today's mid range graphics for more demanding games that may be bought in future. A mid range graphics card today will outperform the GTX650 advised above by about 500%. It does say 'or better' after all. Graphics performance is very important for game playing, but so is everything else, such as display, drive performance and capacity and even the keyboard.
This looks like a nice unit for a teenager
You will need a set of speakers, gaming keyboard and mouse if not joysticks, plus a good 21 to 32" HD or 4K monitor to go with it.

Some may prefer a laptop. This unit looks quite good for the money

If you are gonna play video games the graphics card/GPU becomes important. You will need a minimum of 8GB of RAM as well.

Hard drive space will also become a consideration.

For the majority of users, even gamers, an Intel i5 will suffice. The AMD CPUs are all pretty beast nowadays as well, I presume the Ryzen 7 is the competitor to the Intel i5 these days so will do fine. Multicore processors are all the rage these days and more games are taking advantage of them now.

My son sorted it out in the end with advice from the laptop supplier, we bought a HP in the end . I’ve no idea about any specifications for the machine though .

Any PC you like the look of at an agreeable budget will do this, if it is mainly this you need it for. Have a walk through Currys/PC World, they need your custom to keep their doors open.

We or rather the wife rang a website and went through what we were after and sorted us out a refurbished laptop in the end.

Still the thick end of £300 odd quid.
New prices were something of an eye opener.
