Countryside Stewardship (CS) and Environmental Stewardship (ES): how we will make annual revenue payments from 2019

Since the Rural Payments Agency took full responsibility for CS and ES in October 2018, we have focused on improving the overall performance of the schemes.

As part of our approach to improving payment performance, from 2019 onwards we will only make one full system payment for CS and ES annual revenue claims. This will replace the existing pattern of separate advance and final payments.

When you can expect to receive payment

For eligible revenue claims that you submitted in 2019, you should expect to receive your payment between the beginning of December 2019 and the end of June 2020, once processing of your CS or ES claim has been completed.

If you have both a CS revenue claim and an ES revenue claim, you will receive one full system payment for each scheme. Once payment is made, you will receive a remittance advice showing details of the payment.

We are aware that this is a different approach but moving to a single scheme payment provides the best opportunity to issue you a timely full payment for CS and ES.

What you need to do

It is important that you check the following details are up to date in the Rural Payments service.

Your bank account details – if these are not up to date, you will not receive any payments we make to you – call us on 03000 200 301 to update them.
Your contact details – in particular we need your business’ up-to-date mailing and email address in case we have to contact you – sign in to the Rural Payments service to update these or call us on 03000 200 301.
Support for farmers

We work in partnership with a number of farming help organisations that provide a range of support to farming families due to problems related to the farming business or the farm household.

So they are basically undertaking to pay us 1 month earlier than this year - wow!

Totally un-impressed they should be paying us in December end of. As they are not now going to make part payments this is potentially worse than 2018. Seems to me that by giving themselves a 7 month payment window they think they can't be accused of paying us late until into July 2020 - who lets these mandarins get away with stuff like this?
 
had email very disappointed they cannot make payment on account then balance payment when the work is done
out lay for seed rent and work is incurred before the middle of the year so they could have 1 year credit if the land was cropped we could have money in the bank from the 2019 harvest next week
late payment by big organisations with unfair terms and conditions stretching credit past 90 days after work is completed is a nationwide problem
government and the opposition have said they will force the private sector and councils to pay earlier they should start with government departments

The way I read this is they could start paying from December but they have given themselves another 7 months until the end of June.
So from the time you have entered into a scheme and completed the work you could be out of pocket for at least 18 months. When we first went into these schemes back in the 1980's we were paid in advance. How times change and so much for Public Good!

Under my Higher tier Countryside stewardship agreement it states that payment will be 75% in the first year of revenue payment (by November) and the balance 25% by June. Capital payments were paid on completion.

I would definitely not go into another of these schemes where a large amount of capital work was required and not know within a year or more of getting paid for the work completed.
It looks as if the intention is to finish off these schemes for good.
My existing Natural England adviser who has worked with us for many years has now been told that he cannot make any decisions on any changes or derogations to the scheme we have. I just have to email an anonymous person at the RPA who probably has no idea of what a wetland, wintering wader or water vole is, or where the land concerned is.
