Licking rushes and fertiliser

Just wondering should you spread fertiliser before or after licking rushes?
And how long before or after should you do it?

Rushes don’t particularly like fertiliser or nitrogen I should say. On that thought it shouldn’t make any difference when you put it on as far as rushes. They are only right to spray in July here which would be a bit late for fert in some cases
