Livestock haulage certificate

Couldn’t agree more, where are the NFU when these eejits dream up these schemes. It’s never bloody ending.... transport certificates, trailer tests, sheep dipping charges, fallen stock scheme, electronic tags, cross compliance, stewardship schemes and the never ending expansion of the red tractor scheme whereby every year there are more onerous records to keep. Everybody seems to have their sticky fingers in the farming pot at the moment and it’s about time we all said enough.

Why is everyone making such a fuss?
......because it's just another layer of cost we don't need - not just direct cost to us (I paid £52 in 2007 for a test to get a certificate) but there is a whole raft of offices and personnel at APHA administering the whole circus (and you can bet your bottom dollar that doesn't come cheap - oh, and no prizes for guessing who's paying for that).

I just had a look in the file.....

2006.....It was decreed that we needed Animal Transporter Authorisations (ATA).
I applied to The State Veterinary Service (SVS) for one on 15/11/06.
On 29/11/2006 I received one.

2007.....It was decreed that we must hold a Certificate of Competence for journeys over 65km.
On 27/11/07 I attended our local Ag College and paid £52 to sit in front of a computer for 10 minutes to answer a few questions which resulted in a certificate.

2011....On 12/12/11 the AHVLA (new name for SVS) sent a letter to say my ATA was being automatically renewed. ATA was enclosed.

2012...On 25/04/12 the AHVLA sent a letter to say my ATA was being automatically renewed. Another ATA was enclosed. This was IDENTICAL to the one that I got on 12/12/11 except this one was signed by the boss woman of the Welfare in Transport Team not the minion, as before.

2016...On 5/12/16 the APHA (new name for AHVLA that was a new name for SVS) sent a letter to say they were no longer automatically issuing ATA's and I would have to apply for a new one.
Filled in a form to get it renewed - the form required the number of my Certificate of Competence. That's the first time I have EVER been asked for it.

....................so, if you multiply the above 'pantomime' up by all of us who transport animals over 65km the total cost must be mind boggling.

That is why, I for one, is making, what @betweenthelines calls, a fuss about.

Different situation, the vehicle driver already has a driving test, he will already be insured and the livestock trailer will have to be legal and road worthy. Your totally missing the point which is how does a multiple choice questionnaire Increase a farmers ability to transport stock.
Laws are already in place for the welfare of all forms of livestock and rightly so, we don’t need another jobsworth extorting our money. A far simpler way to do it is to mail every farmer with a list of rules about moving stock with financial penalties if we are caught breaking these rules but that would be too simple. There is no need to extort money and time out of hard pushed businesses with plenty to do already.
Unfortunately this thread already proves not everyone knows the law .

It’s never ending though, perpetuated by people like you, next it will be tests for every aspect of handling stock, tests for every aspect of machinery usage, tests for use of every drug and chemical, tests for driving off road ( car, tractor,quad ) tests for determining ailments in stock, tests for basically every aspect of modern farming, paid for by you know who from an ever decreasing pot.

People like me? I'm a born and bred farmer.

I think you should have to have a licence to be in charge of livestock.

Are you happy that anyone can handle livestock, use complex high HP machinery, have access to and use potentially lethal drugs and pesticides etc.

Apart from public (customers) perception of farming, are you happy with farm accident levels, animal welfare abuse etc.? You only have to look on here, go to a livestock mart or look around to see things that shouldn't be.

Sheep dying in transit, people killed by trailers coming loose? I bet that wildlife presenter John Kingdom? thought a lifetime of experience meant he didn't need any training and look what happened to him.
