Do it at engine idle. Take sticks to put clean it then put it back nm in and measure. You get air trapped in tube normally so first time you pull it out they can appear dry!

Yes with it running. Dip it a few times.

Dont worry if its 1/2 or even 3/4inch over will be fine.
