Make sure what you got is working right first,

Electric lift pump
Overhaul the injector pump

Both of these are so common to fail and cause low power issues.

Something to add to Ace's comment is just how "low houred" is it?

For example - less than 1000 hours and it's possibly just so unused that it's set up a little?

We bought a 4355 (03 model) that only had 240 hours on it just recently. Engine would die if you tried to let the clutch out anywhere below 1000 rpm's. Ran it for 10 hours with marvel and stiction elliminator in the oil and then marvel, trans fluid and cleaner in the fuel at the same time. On top of that I also ran flush in the engine for the last 30 minutes before changing all of the fluids and filters. Put some good oil combined with stiction elliminator back in the engine and permatran back in the trans. 10 more hours later and about 1.5 more tanks of fuel doing loader and blade work and she's finally able to lug down without the engine stalling. Still not the low rpm high torque perkins I'm used to, but once it's really broke in around 1000hrs I imagine it will be ;) It also had a lot of hydraulic problems that were fixed by replacing the sticking loader valve and adding in a couple of limited slip bottles with the new fluid and filters for it. Learned years ago that limited slip additive is great for sticking valves in transmissions... The whining noise that the trans pump was making is also almost completely gone, so hopefully headed in the right direction.

Of course this is only if you got something with very low hours on it...

As ACE says, the Inj pump is doomed from day one and they loose power very gradually every second they run.

Check the electric lift pump- they often buzz but pump little or no fuel. Roughly 1500hrs and its time to replace....
