just tried my new toy
Bottom photo, welds on left very rough, lots of splatter and spitting, why?
The shiny ones on the right were after I turned the gas up

Steel is not clean enough for mig welding

Splatter and spitting is usually too much wire, turn wire speed down or power up

Ideally you need two people to setup a new mig, one to weld and one to tweak the wire speed intill you can get it to sound similar to frying an egg!!!

If the power and wire feed are set correctly it should sound a bit like cloth being torn.
You work in the opposite direction to stick welding i.e if the gun is in your right hand with the wire pointing left then you run the weld from right to left. Practise moving the wire round in the weld pool. circular motions up to 3 or 4mm wide

Clean up a bit of thick steel like 15mm and play with that first. Assuming you have a mig capable of welding 15mm plus?
You need a lot more power going from your welds there as well as cleaning the rust off.

Fine tuning the gas you can do afterwards. you only need just enough to get a little bit of flux on the weld if your getting a lot then you have excess gas and your wasting it. if weld is porous then you not got enough gas or you are welding in the wind!

Its a lot easier to start learning on bigger steel without the hassle of having it set 100% so you don't blow holes in the thin stuff!
Always push a mig welder you get a better stronger weld than dragging.

How big a mig are we talking here?

Think it will be the gas, I blew a fuse a while ago so switched everything off changed the fuse but forgot to turn the gas on and I soon realised it makes a difference, I wouldn't have said that your metal is to bad but it would benefit from a quick shine up

Gas around 8lt/min flow , grind the crap out of both surfaces and turn it right up, then play with the wire speed. Too quick and it will spatter , too slow and the wire will stick in the end of the tip. You can pull as well although pushing is better. I find welding in a u shape gives best results. I.e. start off on one side and work up in a u shaped motion. I have welded rustier stuff than that. Lack of amps/ current is your main problem there.

I have a Sealy 185 Mig and I find it ok, I agree with all the posts above, you need to do real good prep for mig welding, If you have welded before and understand the process then its just trial and error to figure mig welding
 
It's easier to weld stuff together than just run a bead like that, start with a horizontal fillet, as mentioned above that plate is too thick for 150a, 3-5mm tack it into a t shape, make sure is cleaned shiny for easiest results, put the hat of the t on the bench with the weld direction across your body, gun in your right hand, steady with left hand, lean it over a little to push the weld forward. The wire needs to pint at the corner of the joint at 45 degrees, if you want a guide chalk mark the joint 5 mm or so off of the corner each side and try to get the side of the pool to touch the lines evenly, don't wriggle, just hold the gun steady if you need to weave you need a larger welder, different joint or multi pass or something. The top of the fillet should be fly to slightly raised and the edges feather nicely into the plate, the big round shape you have is from dragging, when you push it will change a lot, but you will have to hover the shroud over the fresh weld so it's harder to do.

Get a clean hat, you can't weld if you can't see.
