Yes anyone can buy it if you are farming you will need a license though

Correction, ".....the regulations say you'll need a licence".

Go to your local agricultural merchant and he'll probably sell you what you want over the counter, regardless of what you do for a living and he probably won't as anyway. And when you ask if there regulations for it's use, he'll probably say 'yes, but we are not the police and don't do their job for them'.

As I've said on here before, laws that cannot be enforced are bad laws. Laws that the public will ignore are bad laws. Laws where the benefits to breaking them out weigh the penalties if caught are bad laws. Far better to treat the public like the adults they are and encourage a sense of responsibility. Legislating against stupidity never works in the long run.
 
If you did your PA1 and 2 many moons ago then you are technically covered for PA4 and 6 IIRC, but you do need to do a refresher.

I complained to my MP about this and I suggest others do too. As I told her, I have all the qualifications to go out in a 5000lit agrifac but not to use a knapsack. WTF. Everyone who has PA2 should be exempt from PA6. Also I think you could tell mr R Tractor you use a lance attached to your crop sprayer and wouldn't need a PA6??!?

PA2 is for a hydraulic nozzle mounted on a boom. PA6 is for a hand held lance. It makes no allowance for how big your boom is nor where the hand lance is. It's just the way the rules are written. It's like a twin track Challenger or 8RT needing a Group H tracklayer licence and a pivot steer Quadtrac only needing a Group F tractor licence. Daft and needs a bit of common sense writing into the rules but that's the way it is.

@Zippy768 - if you have grandfather rights on your licence for PA6 it will say so on the certificate & the modules will be listed. I did mine in 1997 so I had to do PA6 to go with the 1,2A & 4 I already had.

I was wrong then re my comment about a lance on your tractor sprayer.

It used to be that you could spray your own ground without a ticket (forgetting farm assurance for now), but needed appropriate PA's if working on someone's else's property ("suitable and adequate training" under the HaSaW Act I think). Is this no longer the case? As so often with these things, you'll generally get away without the ticket until something goes wrong, then be liable to getting the book thrown at you.

Correction if you have any land in a government scheme inc bps etc you will be asked for spraying records, to view spraying machinery, to view spray, to view spray store, to view licence or contractors license so it is enforced in that way

Training and plenty of practice very important for knapsack - you have to walk in a straight line at a steady speed keeping the nozzle(s) at the same height, pumping the handle to maintain a constant pressure - very difficult, especially after half the contents of the knapsack have gone down your neck, then down your back and filled your boots. Happily most products now specifically prohibit the use of hand held equipment.
