Neighbours again

It's not clear, from the picture, where the downpipe is positioned, the fence end or the other end. No matter, he could have chosen to dig a soak-away on his property and pipe the water to it. If it wasn't too close to the boundary, the chances are that the water would go straight down, and not necessarily come on to the OP's land. The neighbour was just too lazy to do a proper job.

I'm not so sure about that. It isn't surface water running down the land nor percolating through the soil but in a defined channel and I think the law is different. If a channel (e.g. ditch) had been agreed upon or been there for yonks, I'd agree that the OP would have to accept the water.

Of course, the OP can (within reason and the law) do what he wants on his own land. Being a miserable old cove, I'd be inclined to tie a bag over the end of the pipe, then when it rains, the water will back up and flood over the gutter. If he questions it, just say the soil on your side is not suiable as a soakaway and he'd do better routing it in the opposite direction!
Or take said bag and ram it up the pipe as far as you can

I went to have words today! The house is one half of three pairs of semi detached council houses, to the right of the shed in the pic is a car park, approx 15x50m. When it rains heavily apparently the water collects in the corner behind the shed and makes the shed wet. The householder decided to put in a pipe straight into my field to take that plus the roof water from the shed! His words were " I thought you wouldn't mind" and "I didn't think you would notice". Better get onto the council in the morning.

Uv been fair by talking to him. If thats his attitude block it up. I had a lad put umteen struts into my barley to keep his fence up. Told him about it and he couldnt care less. So they got removed with a mel hammer and slung onto his patio. He wouldnt come out of the house.

Neighbour kept cutting my grass around his house, cited "health and safty" i skimed it off and piled it up. Now i is in trouble with cops for being unreasonable
