Only ones that are able to be roadworthied that come with lights from factory. And then I think it's also a case of saftey as in not hindering traffic by being to slow. Basically has to comply with Australian design rules to even be considered as a register able vehicle to start with.
Some states will allow you to have a primary producer plate which may allow travel at only certain times of day.

what’s the reason for that then assume off road 2 wheel bikes can be on road with right lights an that

because they dont have an ADR ( Australian Design Rules ) compliance plate, allowing them to be road registered. Cant ride motorbikes on the road either that dont meet ADR ( unless its vintage or something ) & arent registerd either, regardless of how many lights they have . . .

in some cases, quads & side by sides CAN be registered, under "conditional registration" like tractors & other farm machinery, but there are certain restrictions, such as day light hours only, distance from home base, etc etc

even our Council lawn mowers have "conditional registration", so we can legally drive them around town, but they are only allowed to travel a certain distance of only a few km from the depot, then we have to trailer them . . .

our general speed limit is 100 kph, so slow vehicles, like quads, tractors etc, are a huge safety issue, as @cows sh#t me to tears says. Besides, quads dont have ABS, airbags, crumple zones, seat belts etc etc that are required for all other 4 wheeled vehicles on our roads
Interesting, I'm currently realing Phillipa Sage's book about the Top Gear shows around the world. Apparantly Austrailia was a nightmare with ssfety regulations etc.
Funny I always imsgined it would be pretty gung ho like Crocodile Dundee, not anal.

This is the thing with quads...you are the crumple zone. :nailbiting:
